DLC not appearing purchased on xbox
I pre-ordered beyond light back in 2020 and recently returned to the game to find myself unable to install it. I have both a order history for the purchase, along with the ability to still download the upgrade pack on xbox. I already spoke to Microsoft support which directed me here

If its not registering that you own the expansion - Xbox support will have to assist you. There was some issues back when it got removed from game pass that occurred with people that owned the dlc + had game pass and their licenses stopped registering.
