Have you tried uninstalling and reinstalling Steam (in a different location)?

Thank you for this hint! This helped! I reinstalled steam now it seems to work without this strange update every restart. Now D2 starts also after i restart steam. I will observe the next days. Maybe something corrupted in Steam.
