I’d argue that no Exotic needs intrinsic champion mods, or at least very few. Instead we should stop with the seasonal weapon mods and just have 9 permanent champ mods for the for the arms. One for each champ, primary, special, and power.
Pick your weapons, use what you want, and make it match with your build to continue to play your fantasy in all difficulties.

Trust me we've(the community) tried. The purpose of the changing seasonal artifact is to change the meta from season to season. If people could pick their own weapon champ mods eventually they'll find the most effective one and only use that one. Not saying the current system we have is perfect by any means but at least we know why it's that way.

A better way to change the meta are mods like particle Deconstructor, which had everyone trying and most using fusion rifles and linear fusions. Instead of forcing you to use certain weapons or you can’t complete content, it encourages you to use weapons you might not otherwise to because they synergize with certain abilities or subclass play styles.

I mean it was optional. Nobody had to use it. I didn’t use it all the time. But I and many others really enjoyed the bonus power. But hitting a boss with a fusion rifle, then swapping to a linear fusion is a gameplay loop we don’t see very often. It doesn’t have to be exactly like that, or even as powerful. The point is I’d rather the meta get influenced by encouraging and possibly rewarding people to try something out, rather than punishing them. It could be more add clear stuff, like a mod that makes shotgun kills make surrounding combatants volatile. Headstone kills against combatants spawns an additional crystal.
