Hello everyone!
I had this issue as well and was able to find a fix. In short refund the DLC with Sony/PlayStation.
I had tried everything, cleared cash, rebuilt data, and even initialized my console to no avail. After working with a few others to find a solution. One person had mentioned that they refunded their preorder, and now they are able to play Destiny fine. This worked for the rest of us as well.

that's good to hear, unfortunately those who got the collectors edition is pretty much locked into the option of waiting for bungie to fix this.
