Deactivate Cross-Save, unlink the old Steam account, link the new one ,wait out the 90 days of lockout, reactivate Cross-Save.

That's the problem, I don't get an unlink option

You can't unlink an account when you are logged in that account. Log in with the PSN account and then unlink the Steam account.
