ELO is completely third partner and isn’t supported by bungie. Bungie does use a combat rating system but I don’t think it has any effect on who you match up against. It’s strictly connection based matchmaking and RnG on who you face.
Skill based matchmaking or a ranking system maybe with skill tiers like BO2 league play or any halo before halo 4 would do destiny PvP some good.
The player base is also very low for PvP this season due to the very toxic meta so the likely hood you’ll match someone out of your league/quitters/recovs/carry squads/cheaters is higher.
The server is bungie made and non-dedicated hence the occasional or frequent DCs
Unfortunately there isn’t much you as the individual can do about it, the game is in shambles. I’d wait until next season unless you’re going for unbroken and need to hit legend this season try finding a goated carry team idk. Ones who do it for free are VERY rare.

While I didn't know that ELO was a third party system, I still stand by my claim simply because in the description for the Glory playlist, it says in one of the bullets "Matchmaking Favors: Similar Skill". While I've never really been on the CBMM train that the community is on, I would be at least able to come to terms with it if all modes were matched that way. My problem is that Bungie is claiming skill based matchmaking and then consistently pulling unwinnable matches, both for my team or the enemy.

No it hasn’t been sbmm in years, their reasoning for switching to cbmm is because with sbmm you couldn’t find a match. Which is big capianna Cbmm has absolutely nothing to do with what your skill level is and all to do with your connection speed paring well with others. The things they claim consider skill based do not exist. I’m probably top 5-15 percentile depending on the playlist if we go by ELO but if you check my match history I’ll match against people much higher than me a lot in comp or trials because I can hold my own. PvP is just in really bad shape and has been for quite some time. I’d say 30th anniversary was probably one of the better seasons for PvP.
