All they needed to do was finish the Grottos and, along with putting the already-finished Rocketyard & Refinery areas, the Cosmodrome would be a complete patrol area.
The Cosmodrome as it was released just proved that Bungie can't even recycle content properly.

The same goes for this season with the leviathan Half of its cut off like the entrance and the massive explorable underbelly
