Could it not be considered that that is the entire point, in that the dodge allows you to not have to spec into the melee-dodge-fragment combination and can instead spec into a more versatile build?

what do you mean by that? with 1 mod and 1 fragment and any knife you can both make yourself radiant and refund your knife if you get a kill. with this set up you will permanently have radiant verses the over a full minute dodge cool down to have radiant again

They would still be able to apply radiant to themselves (and others if I remember correctly) while specking more into other things if they used the dodge.

well like i was saying it only takes 1 aspect and 1 fragment, if you wanted radiant that bad just do that.
