The thing is, the timer brings nothing to the mission. It doesn't add complexity, novelty, puzzlement, amazement, appreciation nor fun. It can only add annoyance for some, and indifference for others.
Bungie doesn't seem to grasp the simple context,
"If it doesn't add to the game, don't have it!"
The timer - as evidenced here - just turns players off, and they don't bother to do the mission.
Those who can - and do - the mission in the time, really get nothing extra from the completion.
Without the timer, nothing is detriment.
Players can - if they choose - take all day to do the mission, poking around in the scenery as they go.
Players can - if they choose - to breeze through, collect the loot, and just get it out of the way.
That's the other concept Bungie just cannot get a hold of.
Choice!
Players can't choose to play PvE instead of PvP.
