You can go to your Game History on Bungie.net, find the relevant activity, and submit a report from there. Make sure you do it from the Post-Game report. Do not go to their profile and report them there, as profile reports are just checked for Bungie.net issues and website issues; it cannot be used to report for in-game activity.
