Pretty sure they change colour in-game, just not in the inventory UI.

They do not in the tower, I will double check elsewhere, this is strange, as No Backup Plans change in the UI and in the tower.

I think you are correct, they no longer change colour for whatever reason. Very strange, but not game-breaking so it most likely won't be a priority.

Probably not, but it'd be nice to have a little bug in their ears just in case
