3 people with that and whisper of rime and chains can use it to have a constant full overshield and make it almost impossible to shoot them
it is not good in control alone but in group play it is ridiculous to an extreme degree

This isn't something new. With howl of the storm I can get my whole melee ability back after picking up the shards. Even in PVP. This strat was already used and has proven to be essentially just a slightly better bastion barricade that's more complicated
