Hello there,
This is working as intended. The cypher is used to unlock a 2nd Xur engram, you must first spend the shards to obtain the initial engram before you can use the cypher.

Unfortunately, no. The cypher only unlocks a 2nd purchase, you still have to buy the first one beofre you can use it
