This is the nature of RNG. Sometimes you get them quick other times it can take many, many runs.

I understand the nature of RNG, especially in Destiny. Just frustrated and after that many strikes it feels like a glitch or something. Is it even dropping for anyone? Do you have either?

Outbreak I have had from the mission, so I cannot speak from experience on that but I did get the Le Monarch this season while doing strikes. Last season I had some bad RNG for the Arbalest catalyst running strikes so I started doing pvp and gambit and it dropped from gambit for me.
