I was able to play the 30th anniversary until witch queen dropped. I got the calling card and ghost for witch queen as well. Just not the content.

If you preordered via Xbox then they don't take payment until 10 days before the expansion releases. As you bought it as a bundle it allowed you access. You should check that your payment went through and if it didn't then you'll need to buy it. If it did then you'll need to speak to Microsoft to restore the licences.
