Based on those clips, it’s not broken or bugged, it’s just trash. The crystals aren’t supposed to freeze people, only slow them, and the slam’s actual freeze radius is kinda terrible. They should make the super’s crystals freeze on activation unlike crystals from other sources, and I also think the super could use more damage resistance if it’s going to have such a slow charge time, unless they buff its speed or melee lunge.

The super is suppose to freeze them, I've frozen tons of people with my super, but also half the time exactly what happens in the video happens.

In the 30th anniversary patch they made stasis crystals no longer freeze players when they form. This was what allowed glacial quake to freeze people the vast majority of the time. The slam itself does have its own freezing radius, which is why it can still sometimes freeze players, but it is not very easy since they have to be really close. Bungie knew this would be the case, because the primary way to freeze was tied to the crystals, and they acknowledged this, and even increased the slam’s freeze radius to try to counteract the change. So no, the crystals aren’t supposed to freeze as they are now. However, the slam is, but unfortunately the radius isn’t nearly big enough to make the super viable in pvp. This is why I say they should just make the crystals freeze only for the glacial quake super, but still only slow outside the super.
