You can do 3 Oracle Offerings per week (Which I've done this week, and gotten 0 ritual bounties), whereas Corsair Down Badges can be turned in 21 times a week (once a day per character). Regardless of the source of the bounty I'm going for, I am blocked from getting the Quests.
