No, The only way to get all expansions is to buy the Legacy collection [url=https://www.bungie.net/7/en/Destiny/Buy/legacycollection]Details here[/url]. You can play all campaigns but you will have no access to this year's season 16 unless you purchase it separate from Eververse for silver 1,000 I think it is.
As for the price of the Witch Queen, I do not think the price will change for at least 6 months or more.

Thanks for quick return :) So do I need really Legacy Collection pack? If I just buy The Witch Queen Deluxe edition, will there be something important that I missed?

If you only buy the Witch Queen you will not have access to the sub-class Stasis as this is only available with Beyond Light.
