Reduce tick damage and impact damage so it cannot one shot with the standard damage buffs - high energy fire, empowering rift etc.
Massively reduce aim assist and cone angle.
FYI - I love the weapon and use to use it a lot

Reducing tick damage is what this does - but only to the person struck with the arrow The missing damage is redistributed, so that while it can’t one shot, it can still pick people off who were effected by the cloud - which was what was intended upon introduction

Yes just guardians. Don’t want it ruined for PvE (or even PvP).
