It just randomly stops working because of steam's servers going offline constantly

Oh :( hope it gets fixed A good efficient text chat can be really great for a game like Destiny If you are in the tower taking a break or just sitting around, You may like to converse with other players in the tower or even maybe not in the tower, Perhaps get help for your planned raid/mission Or just help a newbie regarding any topic If anything at least in raids/dungeons it can help guide other players or convey your plan to them, I feel it can be really good ^^
