In this case you will need to submit a [url=https://help.bungie.net/hc/en-us/articles/360049498731-Contact-Form-Missing-Destiny-2-Contest-and-Purchased-Emblems]Missing Emblem Form[/url], and provide all the nessacary evidence in order for them to grant the emblem.

Yes you are eligible as you get the emblem by being featured in the TWAB, I am friends with people who got honourable mention and they all received the emblem.
