Have you tried decrypting Umbrals using the Splicer Season tab? There may be an armor umbral in Tier 1 for world drops.
I'm currently not online to check at the Helm, but I know you can decrypt engrams from Season of the Splicer there.

Went through about 30 of them so far, Not a single drop. (I know its not that big of a sample size to test with) -
RNG is the real endgame. Is it possible to preview the engram to see if the armor is possible to drop?

I thought you used to be able to at one point? (I may be thinking of Rahool and his engram, which you also "used" to be able to preview, as far as I remember) You can preview certain packages, but not the Worldly Drop refocusing ones.
