Couple reasons
It's a huge -blam!- tower that during the initial repairs got flooded with fallen on a raiding party, so only recently did the repairs start back up
Fixing the damages down in the city itself is way more important than fixing the tower
And the current tower fits the Vanguard's needs perfectly fine, they're in no rush to get back to the massive tower. Especially after the red war, it's basically a big red target for any invaders to topple down first and foremost

I agree somewhat, but this is the future, we have way better technology, and guardians that would most certainly help on both the tower and city. It still looks the same, nothing has changed. If we look this dysfunctional, where we can't even rebuild our home after years of being able to do so, and the tower looks that bad, it'll make us look weak and another enemy could take advantage of that

This is the future after a post apocalyptic event, based off what we've seen from other construction events in the tower we're still using cranes and sci fi blow torches Why waste Guardian presences on rebuilding the tower when maintaining the peace/going out on patrol is more important. We already have a functioning tower, the old one is more of a symbol than anything And as for our image who gives a -blam!-? Ever since red war we've been on the offensive taking down threats before they can attack us first. Curse of Osiris, warmind, forsaken, shadowkeep, beyond light etc. We would've taken down the red legion before they showed up too if the nine didn't hide them from our scanner's Give it time

The wall is not functional and we are still vulnerable. If you don't remember Psions got past the wall, and they almost assassinated the essential leader of the guardians. How are we safe when we can't catch enemies in our own home? I'm not saying all guardians need to come home and help with the wall, but we need to be prepared for the upcoming threat who currently is sending [b] scouting ships[/b] to the reef that even Caiatl is having a very difficult time with. [i]We are not safe.[/i]
