Remember when Outbreak was a viable Raid DPS weapon?
Bungie shut that down quick , "Too much damage for a primary weapon" they said

Never got nerfed. Still viable and scary. Literally was my GM weapon in S12. Was capable of handling multiple barriers alone without even breaking a sweat with Outbreak.

Special weapons will always be superior if you have the correct gun with the correct perks

They didnt actually change the weapon though, its auto loading rally and such that got the chop.
