Better start with actually banning cheaters and laggers. If you teleport and rubber-band, you must be banned from PvP for a few weeks at the very least. Then people won't have a reason to quit.

Just add option for choice your region. Italy, Japan, France, Finland, USA - if I have lagging players, mostly they from those country's.
