If he bought the pack [i]and then[/i] enabled cross save the season passes would have been bound to his steam save instead of the console save.
There are only 2 ways to proceed if they want access to the seasonal content.
Disable Cross Save and use the steam save or
Rebuy the content on psn

Why did it give him the other stuff then? It lets him use every other part of it except for the specific quest. That's a tad confusing.

As such, any characters being used on that account get access to the DLC content, whether it's the Steam characters or cross-saved PS characters. DLCs cannot be shared or transferred to other platforms. Season passes are in-game add-ons like Eververse items. They are bound to the first set of characters you log in with after purchase. They go wherever the characters they were applied to go and are not tied to an account or platform.

To get the passes on your PS characters, you'd need to purchase the Deluxe edition on Playstation and log into the game there once so the passes could be applied to your PS characters. Those characters would then have access to all seasonal content wherever you play with them. Otherwise, as Tuxy stated, you can disable the Cross Save and just go back to playing with your Steam characters that have the passes.

Can he be logged into steam and buy the digital deluxe edition again for the season pass or does it have to be on ps4?

Steam cannot tell what characters your friend is using in the game, with or without Cross Save being used. From their view, they can only tell that his account has purchased the Deluxe edition and received the season passes already. Each pass cannot be obtained more than once on the same account, nor are they refundable or transferrable. So buying it again on Steam would not work. As mentioned before, the only way for him to get the Deluxe edition passes on his PS characters is to buy the Deluxe edition on his Playstation and sign into it so they can be applied to those characters.

ive bought the season pass twice already which is why i cant undo the cross save but it still wont let me do the presage quest
