You may be locked out because the game considers you underlevelled.
Your only character is 1296 power....and as a new player there is supposedly a quest you need to complete in order to gain access as a well.

Ah I see, what is the name of the quest if you know? Don’t see it anywhere and when I go to Saint-14 it just shows his rank rewards
