If you're on pc press f1 to go to your character screen, press the cog in upper right, press game play on left side, adjust the auto-hide in text chat.

I’m at work right now, but I’ll try it when I get Home. I completely forgot that was a setting. I remember having it so it disappears after a while but I guess it turned itself back on with the update. Thanks!
