Hey,
"Decrypting the Darkness" is part of this season's introductory campaign. Complete "Path of the Splicer I" and you should be able to access the prismatic recaster.
If you don't have "Path of the Splicer I," look around the Europa map for a quest icon for a mission called "The Lost Splicer." Launch the mission and you should receive "Path of the Splicer I" once you complete it.

I thought Decrypting the Darkness was part of the first Battleground mission campaign. I have access to it on my Hunter even though I have yet to do the Spicer I quest.

You still need to complete "Decrypting the Darkness" to finish Challengers Proving I, but to acquire it you need to complete Path of the Splicer I first.

Is it Path of the Splicer or The Lost Splicer? I’m only seeing The Lost Splicer on Europa.

Both, if you don't already have "Path of the Splicer I," then you need to complete the Lost Splicer on Europa to get it.
