Was having this exact problem last week. Apparently Bungie added DDoS protection some time back. Didn't even know this myself until last week. Found that using the split-tunneling option in your VPN settings to "blacklist" the Destiny 2 app will allow you to encrypt the rest of your traffic while running Destiny 2. Solved my matchmaking issue. Hope it might help your situation too GL.
