I was gonna call it "Blessing of the Wind", but sure. The mod is, unfortunately, a single use (like the Transcendent Blessing), but you can get 5 a week by locating the secret Hot Dog Street Vendors. They, like Xur, are Agents of the Nine who trade your Chicago buff mods for 150 Synthstrand.

Well, then it gets crazy. . See, the Relish is actually a Hive trap, and interacting with the Vendor spawns a Giant Hive Knight, the Guardian of the Deep (Dish), that must be defeated to earn your 3 mods.
