Start with 0 special, and it only drops from primary kills.
Seems like such a simple change that would have a very positive impact on PvP play 🤷

If it’s like this then it should only drop for your team and not the other otherwise when you get a kill the other team will vacuum it up.

Also buffing special weapons would be appropriate.
