Have you checked the kiosk to the left of the postmaster for abandoned quests? Check on each of your characters.
The quest is not appearing in the Quest Archive, so the only way to complete it is with another character if you cannot find it.
You will have to create a new character and have them pick up and complete the quest. A week after collecting the cipher, your main should have access to the quest again.

I've checked everything. It's all gone. At least it was yesterday, I'll take a look today again. I know the "workaround" but that's not acceptable for me, that's why I'm posting here with my feedback.

At this present time that is all, you can do until Bungie makes it available via the Exotic kiosk.
