Hey, I think the drop rate was previously bugged and had something to do with per character but was recently fixed, and weekly completions since the change should increase your drop rate across your whole account. :)

The drop increase was per character and the patch made it per account to help increase the odds of getting it for those who don't have it. It feels like they reset the odds when they made that change and started everyone back at zero. Wouldn't surprise me. Maybe that's why I'm stuck in this crappy limbo, because I didn't seriously start grinding DSC until this season, and earlier this season is when the patch hit.
