That's a requirement from Sony and Microsoft, that Multiplayer functions needs PS+ / Xbox Live Gold.
Nothing Bungie can do about.
Though Xbox recently announced they're planning on making Free2Play games not require Gold anymore to play them online.

These modes only offer mutliplayer however, whereas Destiny 2 offers a lot of PvE content for free. Maybe Free to Access would be more specific.

Also, those without a PlayStation Plus subscription can’t even enjoy Guardian Games currently happening right now. Again, Bungie is asking too much money for someone to play a FREE TO PLAY game.

Bungie isn't asking. Bungie doesn't get any money from PS+ or Xbox Live Gold subscriptions.

So, that’s why Bungie should, on our behalf, speak to Sony and Microsoft on making their game’s multiplayer modes truly free-to-play. I’m not complaining about Bungie selling cosmetics & Microsoft/Sony/Bungie make a lot of money from season passes/cosmetic items sold on the store. I’m bringing up the issue of them labeling they’re game as a free-to-play title while having the game’s multiplayer modes locked behind a pay-wall. That is lying to consumers.

Microsoft just made it truly free to play on their console today. On Xbox, destiny 2 no longer needs Xbox live gold to access it’s multiplayer modes.
