Nope, he shouldn't. They should only be gained from raiding.
But I agree he's pretty useless and needs something else to make him worthwhile like he was inD1!

Like selling spoils of conquest...but apparently thats a taboo idea and only elitists can have old exotics unless you grind chests with glitches, might as well make every dungeon reward at least SOME spoils
