Hi. Thanks for your report. Has your clan sent out any invitations recently? You may need to cancel those in your Clan's Settings.
Additionally, both your PSN and Steam characters appear to be in the clan. You may need to sign in with your other platform credential and then try to leave the clan.

You ever get this problem resolved? I've been bashing my head on this problem for months with no luck.

I ended up adding a friend from the Clan I wanted to join and made him clan leader which allowed me to join the new one.

Darn. Thanks for the quick reply. I just created a new bungie account and seeing if I can get that to work. This is seriously annoying that it's so difficult to do this.
