Hello. Bungie is currently investigating this issue. You will need to add them through the console.

So we just need to add them as friends? I don't think the community is aware of this issue cause I keep getting booted from Fireteams when they can't send the invite. Thank you for getting back to me.

Yes that is correct. If it allows you to join the person, then that is the only way right now.
