Give your map a glace. She should pop up.

I haven’t checked myself, so this is the most specific I can be without actually knowing. Sorry I can’t give you a definitive answer. These are her three spots on the map. If there are no Taken Blights, she should be on The Strand. If there are a few, she should be near the Divalian Mists. If Blights are everywhere, she’ll be at Rheasilvia. The Strand — when the curse is at its weakest, Petra is in the eastern part of the Strand. Divalian Mists — when the curse is growing stronger, she can be found near the landing zone. Rheasilvia — when the curse is at its most powerful, she is located in western Rheasilvia.
