I've personally never seen a 70 stat roll (base). The highest i've seen personally is 69 (nice), but then bumped up to 106 with mods and masterwork. Personally I wont lose sleep over one stat point, id rather have a well stat distributed drop with 68 stat over a bad distributed 70.
