There is no migration for PC - console or vice versa. You can set up cross save which will allow you to play your account across multiple platforms. You can find more information here. https://www.bungie.net/7/en/CrossSave

i have my cross save on but when i go to my game, i couldnt see my characters, i just lets me create a new onw. i was wrong to use the term "migrate"

It looks like you have cross save set up correctly, so I wouldn’t disable it whatever you do. When you log into Steam can you type “/id” in the chat box and copy and paste the string of numbers that pops up?
