The badge count is bugged, you do definitely have the badge.
However the Fashion Statement achievement only works for collection badges released when Forsaken came out.

No it is not a joke. The 'Seal the Deal' achievement works the exact same way, Forsaken seals only. Plus there are a bunch of achievements that you can certainly meet the conditions for in New Light, like the triumph and gambit ones, but won't unlock unless you own Forsaken.

It’s a fact, the same way the achievement for unlocking a seal requires unlocking a forsaken from when forsaken launched. Most likely due to the triggers for the achievements being tied to specific badges/seals instead on any badge/seal if I had to guess. It sucks, but it is what it is.
