You have to use them after you get into the activity. I know they definitely should work because during the last Iron Banner someone used one, and it once again brought up the discussion among my friends "Why can't this pile of tokens just be added to my existing stack of tokens? Why do I have to open it manually? Why can't it go into the new 'Wrapped items' group instead of taking up space in our normal inventory?"

Nope, have tried using them in strikes, and crucible, and neither times of being in, or out of that specific activity for the Boon it doesn't give me an option to do either, and my fireteams can use them and the icon appears for them, but not for me at all. It's been going on for awhile now actually.
