I'm Using Falling Guillotine. I've completed the encounter multiple times and it's been stuck at 3%, the number it was from before I started farming.

If it says have a full set then maybe try not using that sword and use the sword that comes from that raid if you have it

It's not like the Nightfall triumph, it just goes quicker if you are using the full set. Since it's not going up at all it's most definitely bugged as a result of the recent changes made to raids
