No, I've tried with both holding a few umbral engrams and having 0 engrams. Same situation both ways.

Can you please take a short video inspecting the In the Face of Darkness quest and then interacting with the Recaster. Load it to Youtube and reply back with a link to it.

Not quite. You didn't include inspecting the In the Face of Darkness quest. You only showed the summary milestone on the Director. I need you to pull up your Director, tab over to Quests, go to the Arrivals quest sub-menu and inspect the quest in there that should be called In the Face of Darkness. If you don't see that quest, then feel free to take a screenshot or short video of any quests that do show up in there and link them here.
