I have exactly the same problem Twisted Energy stock stable at 500 Altered Elements currently 409 and growing when I face the machine HOLD "E" it opens and shows what upgrades are available, the first has a limited time clock on it - on selecting the progress bar at the top Zooms full then empties and I get nothing.......This marks my 4th attempt at trying to get this solved and my 3rd mentor is trying to help.
I had this feeling that there is a game requirement that needs to be done before access is granted - I also tried You tube, GTS for some sort of help/solution but NO joy. Been asked to make a video of my problem to explain what happens??? is my explanation insufficient??

Yeah, I attached a screenshot of my Recaster screen. If people can't see that there's no interface to turn in the currencies from that, I don't know what a video will do. :) Yeah, sounds like we are in the same situation. It feels like there is a quest or some objective that is not obvious in the game and should be a tooltip when you open the Prismatic Recaster. Either that or it's just a straight up bug for some people like you and me. I'm going to document my open quests and see if any are linked.
