Only current work around is to start the quest again on another character

Oh man what a let-down, my Hunter isn't gonna be happy about this.. I mean how hard would it have been to let quest rewards get sent to the mailbox like lost loot or just allow the discard option. I realize changing it now after-the-fact Does amount to a lot of work but come on this seems like it should have been a no-brainer 😡

If you don't wish to do the work around then 2.9.0.1 patch later today will fix the issue.

I'm experiencing the same issue, if you get another character to that quest and completed it, it unlocks for all your characters?

Yes the recaster and decoder are account bound. So once you've unlocked the use of it you can decrypt engrams.

Can confirm that this solution works, took me ~1hr on my alt titan from a fresh start to complete the quest there and then log back in to successfully use the decoder on my primary Hunter.
