[spoiler]I'll join, but I have a question first. If the Council took over the Citadel and stripped Crowley of all his power, how can he manipulate the floor into ejecting the Council members? And if Crowley has no military power, and the council controls the tower, whats stopping them from ejecting him in the same fashion that he did?[/spoiler]

Just military ranking. They don’t control the Citadel. Crowley built it, and it’s magically bond to him.
