I didn’t realize there was a percentage. Figured it was entirely random.

It probably is entirely random, but whatever conditions are required for it to bounce only happen ~25% of the time. Remember, there's a lot more going on in the background than we can see.

Considering it's this consistent, I've been wondering if it's intended. But that just seems dumb.
