Have you spoken to your ISP about this? It's sounding like something is blocking your connection to the servers.

Why would it be if it works perfectly fine on my xbox ? My firewall is off ? Do The D2 servers have a Pingable Ip to check ?

Not that I am aware of. Ok, so we can rule out your internet connection, which is good! Does it take a while for that message to pop up or does it pop up immeidately? Can you try the following as well? - Open a Command Prompt with Administrative privileges - Run "sfc /scannow". Let the process complete Let me know if it finds anything.

Hey man IT Tech here done all the basics , sfc wont find much but will run it later. yes it takes a while for both connection and sign in error but My internet speed although poor is above the minimum they claim is needed

Got it. Just wanted to make sure. So, when you mean your internet speed is poor, how poor are we talking about? If you have a 10/5, you should be in solid shape. It's definitely an issue between your PC and the Destiny servers, that much is clear. I'm just trying to think what it could be. Do you have any firewall rules on your router?

yeah not a problem yeah getting 23/15 i think so not too bad Yeah I believe so but I cant think what else it will be , only one for cctv but nothing else

So, just for laughs (and if it doesnt break anything else), I would disable that completely and try again. See what happens. I would suspect that the issue doesn't fix itself, but it is possible.
